Located along a 12-mile valley just north of the M4, Torfaen’s 95,000 residents make us one of the most densely populated Welsh local authorities and we are recognised as innovative pioneers in a number of fundamental areas. Politically and administratively stable, we’ve earned a strong reputation within our peer group and beyond, and we’re well-placed to meet the strategic and operational challenges of the coming decade.
This new role has been created to lead a single central maintenance and management function for the Council’s property assets, comprising our offices and a small commercial estate. We have recently secured around £2.5m of funding for an improvement programme, and you’ll lead the allocation and expenditure of these resources. The role will also oversee new capital projects as required.
Reporting to the Head of Economy and Place, you’ll manage an extended team of around 30 professional and technical colleagues. An early priority will be the development of a wholly new asset management strategy, which is scheduled to go to Cabinet in April 2025. We are looking for innovative and transformational thinking that maximises the portfolio in the context of tight budgets, and you’ll be an important and influential part of this change.
Candidates will bring not only a relevant professional qualification (such as RICS), but also extensive current knowledge and experience in the three core areas of responsibility; asset management, property management (maintenance, repair, improvement) and property construction (capital projects). A project management qualification or experience of delivering large scale projects would be a definite asset. As the council’s lead expert in this area, you must have a comprehensive grasp of relevant legislation and regulation.
An outstanding track record of building and sustaining partnerships, ideally in a democratic setting, is a must, and you must be ready to roll up your sleeves when needed. Strong candidates will additionally bring evidence of working effectively in complex situations, practical commercial awareness and experience in service design, procurement of supplies and services and robust contract management.
