Our current COO is retiring, and leaving a legacy of strong strategic and enabling services whose ambition matches Cornwall’s, but there are many big challenges still to get stuck into. We are leading a complex programme of investment across our property portfolio and supporting joint ventures with private industry across green power, new housing developments and space exploration to name a few.

We are supporting our wholly owned subsidiaries through our shareholder relationships to become more commercial in approach and leading our own internal Cornwall Council transformation. Our own transformation is People Powered, Digitally Enabled – so across the Council we are digitising our services and reviewing our target operating model so that we can become a more digitalised, decentralised, decarbonised organisation - ever more efficient whilst delivering great value for money outstanding services to our communities. 

About the role

We’re looking for an outstanding, experienced and resourceful person who can grasp the breadth of our ambitions for Cornwall. We’ve made significant strides in recent years in embedding concepts such as outcomes-based budgeting, cross-council working, digital transformation and the importance of change. Your job is to consolidate these strong foundations into a fluent and integrated programme that makes things happen.

Candidates must bring an impressive track record of achieving lasting change, and must know how to manage significant budgets and manage teams through a culture of continuous improvement. You’ll understand how to work effectively despite complexity, and will bring a total focus on delivery.

A key success factor will be in establishing highly productive, accountable relationships with colleagues and councillors at every level, so that the momentum we’ve initiated continues. And you’ll be a stimulating source of new thinking and best practice from across the organisational spectrum.

Please note, this role will require a DBS Basic level check.
