The council has worked hard over recent years to improve its financial resilience and the financial management capabilities across the organisation. We have built a stronger financial base, reduced our financial risk, delivered service improvements, made ambitious investments and built back depleted reserves. Nevertheless, the combination of the cost-of-living crisis, high inflation, global financial uncertainty and government policy changes continue to pose challenges in the future.

The steady improvement in our financial position has facilitated a shift in focus. While our finances alone do not define us, we must use our relative position of strength to drive a robust programme of change and transformation, building a different kind of council, an organisation fit for the ever-changing future.

We are proud of our strong track record of delivering efficiencies and transforming services to improve outcomes for residents. We will focus on protecting our critical services to ensure our objective - that no one in Surrey is left behind - can be fulfilled.
