East Midlands Combined County Authority (EMCCA) is a unique authority representing a region with a rich cultural history and exceptionally diverse geography with our world class cities, heritage towns and rural counties. Our Mayor, Claire Ward and leaders across Derbyshire, Derby, Nottinghamshire and Nottingham have an impressive determination to make a difference in the region. EMCCA has already unlocked billions of pounds of investment for our region through our devolution deal with the government and there is more to do as we move deeper into robust delivery.
There is a new and dynamic senior team in place led by our CEO, Amy Harhoff, who are passionate about partnership, driven by purpose, and committed to delivering lasting outcomes for the people of the East Midlands.

As Director of this team, you will provide strategic leadership for the region’s skills and employment ambitions. The role will ensure that EMCCA acts as a system leader, bringing together a vast array of skills and employment activity to achieve our collective goals, while also overseeing a set of major programmes for which EMCCA is directly responsible. You have responsibility for a wide-ranging portfolio, including adult skills, youth and careers, and health work, as well as national and regional initiatives where EMCCA has a lead role. You will also lead on EMCCA’s corporate relationship with the Department of Education, Skills England, and the Department for Work and Pensions.
This role will report into the Executive Director, Strategy & Inclusive Growth, Damien Dacey, and form part of the extended EMCCA strategic leadership team. This position will require the collaborative leadership qualities and professional expertise and experience to deliver in this demanding but rewarding portfolio. You will also need to demonstrate the ability and resilience to work at pace and be passionate about delivering real impact working with and through our partners and funders.
