Director of Transport Commissioning and Development.

This is a pivotal role at a defining moment for transport across the city region. We are advancing an ambitious programme to develop and commission a fully integrated, publicly controlled and operated public transport network, one that reflects the Combined Authority’s ambitions and meets the needs of our residents, communities, and businesses. Backed by an unprecedented £1.6 billion investment in public transport, our Local Transport Plan will deliver bus franchising, new and enhanced railway stations, a new rapid transit network and seamless smart ticketing across the network.

Transport sits at the heart of how people connect to work, education, services, culture and opportunity. In this role, you will lead the commissioning, development and continuous improvement of our integrated transport system. You will be responsible for commissioning the effective delivery of rail and bus services, ensuring a resilient and reliable network, and driving value for money for the city region. You will drive a programme of future improvements to the network as part of the £1.6bn programme and also play a central role in major reforms, including the introduction of a fully franchised bus network, the transition of Merseyrail into a new operating model, further rail devolution and the development of the Liverpool-Manchester Railway within the Northern Powerhouse Rail programme.

This is one of the most exciting opportunities in the transport sector today, offering the chance to deliver meaningful impact at both regional and national levels. The role demands strategic judgement, strong political awareness, commercial acumen, a strong focus on delivery and the ability to operate effectively within a complex partnership landscape.

Working closely with the Metro Mayor, the Executive Leadership Team, constituent local authorities, government departments, operators and partners, you will also contribute as a proactive member of the Place Directorate leadership team. Together, we will drive sustainable and inclusive economic growth, delivering infrastructure and connectivity that links communities directly to jobs, homes, cultural assets and major regeneration opportunities.
