The Harlow and Gilston Garden Town (HGGT) masterplan will see some £1.3bn of infrastructure investment, including £171m of sustainable transport funding and £23.7m of town centre regeneration for Harlow. This ambitious programme will deliver over 20,000 new homes and associated infrastructure, built to the most exacting Garden Town standards, and all delivered within the next decade.

HGGT is one of the most exciting growth and regeneration initiatives in the country. Formally designated by Government in 2017, and located at the heart of the of the UK’s Innovation Corridor, HGGT is led by a unique public sector partnership of five local authorities spanning Essex and Hertfordshire. We’re bringing together the best of urban and rural, integrating green and open spaces with people-centred neighbourhoods, and creating high-quality places that embrace and enable sustainable and healthy living.

As Director of this visionary and transformative project, you’ll lead the entire programme as we move from planning into action. You’ll report to the HGGT Joint Committee, supporting governance and delivery through a fit-for-purpose rolling business plan. As well as leading HGGT’s expert core team, you’ll manage and co-ordinate the contribution of the wider team of officers from partner authorities who are providing ‘in kind’ support. And you’ll oversee the positive, integrated partnerships – with government agencies, local authorities, and the full range of stakeholders – through which we’ll achieve our ambition.

Candidates must have extensive and comprehensive experience of leading regeneration and infrastructure projects at a comparable scale, with a track record of rapidly securing the trust and engagement of all the key audiences and stakeholders.  Experience of working collaboratively with multiple local authorities is essential, and you should have a current and sophisticated grasp of central Government structures, processes and funding programmes. You must also understand the vital place of programme governance in providing assurance: our forward plan includes an options study for future delivery models, and experience of undertaking a similar exercise would be a distinct advantage.
